Default 1995 neon questions and problems

I have found a lot of great help on this forum. I picked up my 95 almost a year ago as my daily work driver.

All the gauges on my cluster were boucing around or not working most of the time. I found the soldering fix on here. Works great.

Now I am having some issues with the AC and blower. Lets start with the blower as I think it is just the resistor needs to be replaced. The blower only works on high. I have done some reading and signs point to the resistor needing replaced. Thoughts? This is located under the cowl below the windshield correct?

My AC no longer blows cold air, last year it did. I thought it might need a charge, but the guage said it was just fine. I am not an AC expert, but when I attached the guage to the low pressure side, turned it on to max recirculate cool, the fan would kick on for a few seconds then off, then on then off and that was all it would do. The gauge would read ok pressure then no pressure over and over again in accordance with the fan coming on and off. I am not sure what to check from here. Anyone have any thougths?

Your help is appreciated. I tried to look through posts on AC but did not find anything that was real helpful.

Also I have 4 bolt 13" rims. Tires for these are really hard to find in my area and when I do find them, they want an arm and a leg for them. I assume the rims are 4 x 100 bolt pattern, would this be correct? Could I find 4 x 100 14" rims and be better off? Is this a doable combination?

If the fan cycles on and off is that a sign of low refrigerant? I saw some info on that. I did however get one of those recharge cans from the store with a guage on it. It would cycle showing full then 0, full then 0 and if I added any, it would take it to the "alert" level.

I am a bit confused. Any thoughts?

The recharge kits from the store are nice, but the gauges aren't accurate at all. It may still be low on refrigerant.

Try tirerack.com for the 13" tires. You are correct, the bolt pattern is 4x100. You could get some rims and have an easier time locating tires to fit.
