My HAYNES manual states the solenoid and valve should be replaced together. But, i can buy just the solenoid through the internet. Can i just change the solenoid (transducer)??????

I don't know where or if I should buy a block off kit. Where is one available?
Modern performance should have a block off kit. I used a quarter and a nickle once to block the holes and bolted it back up, Yea the egr and solenoid should come together if you buy them new. usually they are both clogged up with gunk. When you block it off you need to eliminate the vacuum lines.
