Speedo is off?

My speedometer is a little off, say if im going 45 im actually going 55, and if im going 55 im actually going 70 and if im going 80 im going 115! anyone have any ideas what this is caused by?

No the speedo never jumps or anything its always the same and the wheels are the stock bubble ones http://www.finishlinewheels.com/prodimg/ALY02083U.jpg

and when tires are the same size that come out of the factory
