Illumination Light Fuse Issues.

Default Illumination Light Fuse Issues.

I've got a 1997 Neon, with a few issues. Any help on them are greatly appreciated.
My battery won't hold a charge, so I figured it would just need a new battery. But alas, tried to charge it, to move it down the driveway, the car made sounds like something was running. Jumping it didn't even work. So, to find out what was killing the battery, used a tester. The fuse for the illumination lights went off. I removed the cluster, to see if that itself was the issue. Sadly it was not, I'm guessing its grounded out. So, my question here is where are the wires for the illumination lights? How can I get to them. I don't have the service manual to look it up.
Another issue I have is my speedometer, could this whole issue be affecting my speedometer? Or is that just another whole ordeal?

So does the car run once its jumped? What do you mean the fuse went off? Did you check the key off drain? How many amps does it draw?
