Last Friday I pulled all fuses and circuit breakers 1 at a time and voltage stayed at .62 milliamps car has been starting every day since with no problems, voltage in battery at 11.7 volts and charging at 14.35 volts. Seems to be working now. Multimeter set on 200 milliamps.
It is rare, but a new battery can sometimes be a bad one. Try removing it and putting it on a charger. My battery fully charged with nothing connected reads 12.87 and it is 4 years old. if there is aomething wrong internally with the battery, they should replace it free within a specified period from date of purchase. 11.7 volts is too low for a new battery.
I took another stab at it today before taking it to a shop and and found the starter relay in in the PDC melted, I didn't see it when I pulled it the 1st time. I replaced it and battery seems to holding a charge now. Only time will tell, Thanks for all the replies.
