Default 95 Neon attempting to stall at speed?

Hey all, first time posting. I'm down in Texas working on becoming a pilot in the USAF and my girlfriend moves down with a 95 SOHC manual with a few small issues (The same time my own car decides to throw a wheel bearing. Different story).

Anyway, the one thing I can not figure out is an attempted stall while driving.

SYMPTOMS:
-Engine appears to attempt to stall and immediately catch itself. Not predictably. Sometimes once, sometimes many in a row. When it does hit, the tach drops about 4-500 RPM.
-Typically only after the car has been running for a while.
-Only really happens around 2.3-3.1k RPMs. It is only engine speed based, gears and wheel speed make no difference.
-NO lights at all
-Sometimes when starting, gauges are unresponsive. Cycle the power and it comes back.

ATTEMPTED FIXES:
-Pretty much the entire ignition system. Coils, plugs and wires.

SUSPECTED:
-Crankshaft position sensor
-Timing belt not set right
-Camshaft pos. sensor
-Fuel filter/pump

Thanks all! I can't find anything that fits the above anywhere. Appreciate the help!

I would check over the wiring between the cam and crankshaft sensor also. Does the car feel like someone shut the key off and turned it back on when its having this issue? If so I would point my finger at a spark or electrical issue, if it feels boggy and loses power I would suspect a fuel issue. I dont think the timing belt will be your issue, otherwise the problem would be more consistent. Even though there is no CEL I would still scan it to make sure.

Sounds good. And it's kind of both, it feels like the engine is trying to shut down, complete with lack of power.
