ABS Light on no code

I have a 96 dodge neon which is pretty much my first car. When I first bought it last year the ABS light was on but, I could brake fine so I just let it be while I took a look into everything else making sure that it ran fine.
I just replaced the front pads and rotors along with the passenger side caliper a few months ago and ever since the light goes off but comes back on after a time. During that time it makes a whirring sound like something is throwing off the abs.
I checked the fluid and the caliper and they were both fine. When over at pepboys I tried getting the code off the light but their scanners wouldn't connect to my car.
My brother told me that when he had his SRT 4 he had to go to the dealer to get the codes off his car. So my question is do I need to go to the dealer to get the code or is it just a certain scanner?

There are no codes to diagnose brake system issues. Is your break fluid low? Does your abs system perform as it should?
If the light is on the system should get a thorough visual I inspection for leaks, or damage to the electrical system that regulates the abs system. It is possible there is damage to one of the sensors, or it may need replacing.
The dealer can not get codes for brake issues, but they can do a diagnostic scan to see what is up. That is, if you cannot find it.
