Default 99 DOHC valve cover removal

I've been searching and can't find out how you remove the ignition coil mount studs to get the valve cover off. Chiltons manual says there's 1 front and rear but I can't find them and valve cover won't come off, it's loose all the way around but no come loose. Any suggestions? UPDATE Valve cover is loose but power steering fluid reservoir is stopping it from coming off,
looks like the exhaust heat shield is blocking the nuts to loosen the the reservoir. Any way to get around that?

Have you unbolted the ignition coil from the valve cover?

Ignition is unbolted from valve cover, valve cover is completely loose except where the power steering reservoir is holding it. I've wiggled it every which way and the lip on the reservoir is what's keeping it from coming off. Do I have to remove the pump? I just need like 3/8 of an inch. do I have to go in from underside of the engine?
