A/C Clutch Stuck Locked

I broke a brake line last fall, and did not need the car so it sat till today, Fixed line. BUT.......... And there always seems to be a BUT isn't there.

When I started the car, 1998 Neon, squeeeeeeaaaaallll. and smoke.

The AC clutch is locked and is trying to spin the AC compressor, that hasnt ran ever. so it won't move at all.

I tried disconnecting the wires from the clutch and the one that goes to the top of the compressor. and hit the pully a few times with a hammer thinking to bust her loose again. But Nope, the pully will NOT spin. What can I do.?

Is there a pully that goes here if the car did not have AC? and I could just get rid of the compressor and install the idler pully or what?

You can get a belt that just goes to the power steering. no idler needed. No need to unbolt your AC compressor either.
