so do a lot of things, but it could be a functional thing rather than an esthetic issue. Maybe there are lots of rocks on the roads he drives on. Maybe he doesn't want them getting dirty in transport.
Lots of people do some DUMB stuff to their car, but I don't think it's really up to us to decide wether or not someone goes through with a particular style or mod. I think that a headlight cover COULD look good on a neon, depening on his paint colour and the colour of headlight cover. It could also depend on the style that he chooses. I wouldn't go with a shaped headlight cover. I'd stay with a flat color and not an opaque cover that changes the shape of the headlight. Personally I don't like the headlight covers, but it's all up to you.

im talking about the plastic lens cover....mines are dulled out and don't shine to bright i have hyper white bulbs and the look odd and scary looking through those discolored lens, i called the local yards and everyone has gotten to them before me and the dealer wants almost 350.00 for just one.
If you get the original plastic ones just take simple care of them and they won't discolor or fog up. I just wax the headlights and taillights when I wax the car and they stay crystal clear like new. I also prefer the look of most Neons with headlight covers which is why I had them on my R/T, the white was too much and the smoked covers looked far better.
