Default 97 dohc no fuel and no computer communication

I have a 97 dodge neon dohc that doesn’t have fuel but has spark, the fuel pump doesn’t prime when you turn the key to the on position, the car was boosted backwards (positive on negative and vise versa) by someone less experienced, after that it started but ran like crap for about 5 minutes then shut off. It hasn’t ran since, the fuse for the fuel pump (fuse 21 I believe), kept blowing whenever it the car was hooked up to a battery, i had ruled out the green wire with the white stripe in the pdc, I also ruled out the solid red wire in the pdc. The fuel pump is good and it runs when I boost it manually, the wiring for the pump is good, it was shorting through the red wire with the white stripe in the pdc which made me think it had a internal short in pcm since the wires from the pdc to the dlc were is working condition and the wire from the pdc to the pcm also wasn’t shorting but now that it has sat for around a year the short is gone but it still won’t start, It seems like I’m not getting a crank sensor reading but I check the wiring and it’s got a new sensor, I also checked the cam sensor and vss, they are all good and the wires are good, I’m getting 5 volts to the three sensors when cranking and the grounds and signal wires for the sensors are good. I tried hooking up my code reader to see if there were any codes but it can’t connect to the computer and says “communication error” (I know the reader is good since I use it on other vehicles).

anyone know what’s wrong with it, I feel like I’ve gotten nowhere and I’m just going in circles
