wings west makes the bumper skirts that complement the bumper, well...definately non ricer. So it will match your whole car. The gauges are a sinch. Just find a place to mount your controls and tap into your 12v power wire and also remove the dash on top with a simple pull it will pop off then remove your needles slide the indiglos in and put needle back on and viola. Most ppl get hinges off the older accords and swap the latch towards the window...not sure of an easier way.

Why would you want a fiberglass hood and not a cf? cf is much lighter... so what if ricers have it spend 300 bucks on a fiberglass hood or 500 on a cf... Functional hood scoop on a neon.... well the intake is at the front of the hood so any "scoop" would have to be right up front and would look kinda goofy. Best bet would be a fabbed up cold air that went to the front bumper to use a ram air effect, unless you just want the "scoop" to bring cooler air into the engine bay + a hood scoop is only going to work when your traveling at a modest speed....

you want to cut weight by installing carbon fiber fenders, but you don't want to cut weight by installing a carbon hood? The change in weight from a carbon fiber hood to a fiberglass hood will easily double the amount of weight you're going to save by going from stock to carbon fiber fenders
