Default No electrical power, zip, zero, nada

Helping out my bother-in-law with his 96 DOHC. It has sat for a year or so and when we tried to start it there was a pop then no electrical power. When I first turned the to to run... the gauge lights came on, I heard the fuel pump run all the normal stuff. As soon as turned it to start is when it popped. Now I have no electrical power... no head lights, no gauge lights... no dome light... no starter...no nothing. The battery is putting out 12.23 volts, I have a good continuity on my grounds, I have power all thru the fuse box behind the battery. I am hoping you guys can point me in the direction of what would cause this? Are there any fuseable link's to check? I know my Ford Contour has a master fuse that can go bad, anything like this on the Neon?

Your best bet is to start checking the battery cable and see where the problem is. Take a meter with a sharp probe and start checking the wire, and then the fuse block.

I once installed an amp for my speakers in my car, saw a spark had no power, nothing nada, just like you, first i checked all the electrical parts that I could and no luck, so I took it in and the guy said I blew a fuseable link.
