Its hard to answer... The 1 thing you want to look at is: What are you planning to spend? $500 or $50,000....
Once that question is answered. Then you can start looking at doing mods. But heres the thing. If you are planning to spend more than $3000 (which is more than the blue book value for the neon) Why don't you just get a loan on an SRT-4
