Default Trouble Code #64!

I just finished my engine swap. And my neon is running. But I have two codes showing up. #12, which I have read isn't that big of a deal.... And #64. Which is catalytic converter efficiency failure. How do I go about fixing that? Do you think I just need to unbolt it and clean it out? Or does it need to be replaced. The gas we ran through the car was 6 months old. Could it just be bad gas? cause I'm wondering if we might have gummed it up a bit.. Just wondering if anyone has had this code, and how they fixed it! Thanks guys!

I live in NY so i have to meet the ODBII requirments, had the same code when i got my Neon. Me i just put in new cat and o2 sensors took care of that little code and dented the wallet pretty good also lol. Oh well at least its legal.
