Heres a place for you to start short of a motar swap, its gonna be really hard to hit 14s. Im getten ready to do a 2.4 Swap out of a PT Cruser.
If you dont have the 95 with the Performance Cam you need to go buy it, if you dont anything you put on the car will have no effect once so ever. Youll just be pissin on your shoes. It gives you a huge advantage over the other Neons, a Performance Cam and CAI put me in mid 15s
First one is free, take off all the weather stripping, 1 hp but its a start.
CAI, perferdly ICE Man, because its the only true CAI for the Neon, the rest is garbage and does not work as well, while any intake is an improvement and any 20 dollar one off ebay with a K&N filter will give you 4 hp gains maby a little more, the ICE Man actually gets real cold air.
Throttle body is a good start, not many are gonna be much bigger but the more airflow the better.
Dont waste the money on exhaust unless you want it to sound good. Mopar made that piping plenty big and straight, just knock that stupid muffler off and youve got power. Granted its gonna sound like complete ****, but if all you care about is power, just take it off.
New motor mounts, dont give power but will hold up better.
Short shifter, while the throw on the Neon isnt that bad, any little bit helps.
(If you have a manual, and if you dont, go find a manual neon, the auto isnt worth the time)
Replace your clutch, if you race often its gonna break in the middle of the road, its a total piece and needs to be replaced with an aftermarket clutch.
Have the motor ported and polished, nothing like a nice "brand new" motor.
Header is a good thing too, with that, removal of that stupid muffler and CAI your motor will definantly breath easy.
New Internals help but they are costly.
Thats bout all I can think of, sure im missing something though. But honestly I dont think you can hit 14's with a SOHC Neon without the turbo. Personally a swap is the way to go, but have fun none the less.

It's easy to get a DOHC Neon into the 14's, mine got there on just what Mopar Performance sells using 100% emissions legal parts. It all depends on what your starting with, what it weighs, what transmission it has, how strong the engine is, etc. The more weight and the more worn the motor, the more it will take to get it there and an automatic is usually another thing that requires more as well. Considering the quickest all motor Neon is running 10.5's (with the 2.4L), makes the 14's seem fairly easy in comparison. Info on your Neon like transmission, weight/options, mileage/maintainence, etc. would help us to help you to get there.
get new pistons crank shaft rods vavles and vavle springs and then have your motor ported and polished and you will see a real nice gain and your also lookin at easily 3000 to do it tho.
you dont need turbo i had a 98 rt with lots of bolt on from modern performance maybe 1500 worth of extras and i did 14.15 with street tires just start off with a dohc manual and you can do lots with it the biggest thing i noticed wasnt exhaust or intake but the underdrive pully add all that up and a performance pcm its a quick little car and loads cheaper than a honda piece of crap. dont get me wrong hondas a nice i have one a 2005 accord coupe 6 6speed but hey everyone has a honda my old neon had honda hunter on it so to all of you kick the crap out of the japanese cars

For the original poster... Now that we know what engine you have, how about the tranny? You aren't going to hit 14's naturally aspirated with the auto in there, SOHC or DOHC... Well, maybe with a gutted interior and about $10k in the motor...
