turbo hesitation?

is it normal for my neon with a turbo to hesitate after i've picked up speed? i'm not sure if it's the turbo respooling or what. let me know, thanks.

If your not on the gas, the turbo is not gonna spool. Once you step on the gas, its gonna take a half a second, second whatever to spool up.

It's called turbo lag.
