as far as I know yes but it depends on the driver also also the transmission makes a big difference too

 

Stock for stock, probally not. With a bad driver in the lancer and a decent one in the neon, maybe. If there are mods on either side thats gonna make a difference though

 

Throw them both off a cliff. The Neon has a better coefficient of drag, so I'll bet it hits the ground first.

Or you can take them to a track, get timeslips, and know for sure. I'll even reimburse the Neon driver up to $20 for the entry fee, provided a timeslip and pic of the car at the track is provided.

I know I can beat a stock 5-speed Lancer Rally doodad... and I've "only" got a measly SOHC (slightly modified)...
