does a throttle body spacer give you any kind of horsepower gains

NO! It moves the TB up off the manifold allowing extra volume for air flow to achieve more laminar flow.

The idea is to have less turbulence by allowing the air to straighten out some. Cool idea for a carb, not so effective on a TB on a plenum-style intake manifold. It will increase plenum volume, which is a good thing. If you have a DOHC, you can get a manifold spacer as well. Vitor sells both, and dynoed the combo for ~5 HP. He does admit that it's probably all from the bigger plenum, and the resulting a/f changes because of that (PCM assumes a certain volume).
