Many respectable people on this site, RararLove, GaryHowell, and Casper have said over and over again that they had put on many a performance part and have gotten no real gains from them untill after a cam swap.
"Real" may be the key word in the sentence. Many people have put on a header, CAI, Mopar PCM, UPD and seen HP increase. The cam would help, but it's not the only mod that helps.

If you have the SOHC Neon and you want to see some "real" gains you would upgrade your cam.

thats fine, but dont say that ur not going to get any gains at all.......so according to you, i can put on a cai, underdrive pulley, high flow cat, 2.5 in. pipe, perforance muffler, an indy/howell intake manifold, performance pcm, lightweight flywheel performance clutch, and whatever else my little heart desires, and it wont make any difference...but then, suddenly i install a cam....and wow there goes all the power....it must of just been waiting patiently, holding everything back, until i open the door and set it free with a new cam... wow that would be crazy

I have to agree with spudsterier. I have seen noticable hp increase with my mods.

Even on the 96-99 years, people see additional HP w/o a cam.

Depends on what affordable is for you...The pacesetter has shown the best HP for the SOHC. If you want to go ful race and lose the cat (emissions) then go with a Kirk long tube header.
