car not starting
Went into a store came out car won't start. Battery tests fine. tried hooking OBDII up and it keeps resetting the OBDII. When moving the key to run (not start) power level dips to between 3-5 instead of the 12+ rest of the time. Dome light will dim and flicker when trying with door open. Have had issues with speedo/odo not working periodically. Again battery tests as fully charged. it's like power drops and then slowly comes back. Radio was off but came on. Went got some equipment came back fuse on radio had blown.
Any tips or ideas. Haynes manual talks about having to rotate engine forward to get to starter solenoid. Hoping it's something else.

Pull both battery cables, clean both ends and clean the ground mounting point if you can.
Sounds as if you have a bad cable (breaking down) my Girlfriends car did the same thing and it was the Positive cable coming apart. Would get 12 to the fuse box under hood but not inside was just voltage lost from very low amps getting thru. Suspect you cables.

If so it is your battery. Should have 12.45V -12.75V at the battery in off. No less than 10.5V while cranking.

Not sure if it was at the battery or at the starter relay, i was trying to start, and buddy was using the voltmeter. I think battery based on where he was standing. Gonna be heading back to car within the next 1-1.5 hours.
