Mopar PCM - $150 used
ATX TB - $40
Port & Polish Intake - $20-$30 (if he does it himself)
Prothane Inserts - $45 (eliminate wheel hop)
That's only $365 if he gets used stuff, and would be around $475 for new stuff! That should knock off .5 seconds in the 1/4 mile! And he would still have money left over to spend at the track!

15's could be done with a stock dohc neon easily with even crappy tires.
atx tb, 3.0, longtube header would be good for at least low 15's..
I ran mid to low 14's with a stock head and stock internals.
I'd have the tb and intake fs.
