It has to be the Instrument cluster, if anybody can help i would greatly apreciate it!! I already had a buddy re-solder them and all work but the speedometer and the odometer, unless I press on the gauges will driving, but then other things pop on, do you think I should re-solder them again or buy a new cluster ? any suggestions please ?

I had the same problem of speedometer acting up all over the place and my problem was the slide thru connectors.Apparently they were not fitting well so I just tightened the plates and haven't had the problem again.

does anybody know where i can find a cheap instrument cluster brand new for a 97' dodge neon dohc no tach ?

I don't know where you can get a new one, but you can get used ones from Ebay pretty cheap. Why not get one with a tach for like $50 used? If you need one, PM me.
