Do what? You can't polish the plastic intake...its already smooth, but you can port match it

how much are they usually at junkyards?! and does it matter if its atx or mtx?
About $30-$60 depending on the yard and no, tranny doesn't matter.

Since you have a SOHC, look into the Magnum Intake swap. This will be a step for me somewhere down the line.

All second gen R/T's and ACR's came with the Magnum engine. They run about $175-$250.

There is a little more to the swap.

Header adds HP, a UDP frees up HP. What do you want? Honestly, I'd go with the header.

Which one would help more in a race?
What kind of race?? From a stop or roll and for how long? The UDP will help more from a stop and the header would be better for a longer race seeing as it would help more in the top end.

is it better to get the modern performance udp since it comes with the belt?
