It's possible you messed up the starter with all the other problems. I'd try one more thing...take the battery and tray out and check the wires underneath it. You may have battery acid leaking down and corroding wires.

I forgot to mention that when my battery light first came on my horn stopped working.Is it possible that something to do with my horn is causeing this mess? How can I check the horn to see whats wrong?

Did you check the fuse for the horn and the relay?

sounding more and more like a short with the horn stopping like that, may be a stupid question and I hope not but has reading codes been performed yet? with all of the electrical issues a code should ( well I would hope) have been thrown, especially dealing with the charging system

there are no codes at all. I can start it , no lights come on until i rev it then the battery light pops on. i noticed yesterday that the car is doing some smoking too. a couple months ago i had a cyl 1 missfire causeing the o2 censor to mess up, i replaced the wires and the problem was solved. i know a bad o2 censor will make it smoke, but can it create electrical chaos??? Im just shooting in the dark here, im noooo good at electrical problems, thanks so much for the help guys!

sounds like a mess, i know how to troubleshoot anything hands on, i just cant explain how to do it sometimes, you need a diagnostic flowchart for the charging system, if you know anyone that has alldata or something similar you can get one, if not i might be able to get ahold of a friend and have him email me one for that car, then i could post it up

That would be awesome! The only thing i have is the hanes manual it doesnt tell ya much. A guy I spoke to said neons frying alternators are common, but he didnt know why, he also suggested it might be the pcm? I looked at it (broke my filler for the washer in the process) but I couldnt see anything, I also looked at the pdc, i didnt see any burnt wires at all, all the fuses seem fine too. I dont know what to check next, im at a loss!!!

just a shot in the dark, have you checked out the fuseable link? don't know here it's at, but from the haynes it says follow the black/gray wire comming off the alt. look likes it's connected to the red wire from the bat at the starter. if this went way bad it might explan the issue with the charging sys. good luck.
