Clogged PVC valve?

I love my Neon.
Anyway, it's a 96 SOHC. Lately, it's been doing something quite strange: With the car idling in Park or Neutral, the engine will rev (actually rev!) without my pressing of the accelerator. Sometimes while idling in Drive I can feel the engine revving up and pulling against the brake, like a dog pulling on a lead. I was told that my PVC valve may be clogged. My "Service Engine Soon" light is constantly on as well.
I've only had the car for about eight months and managed to get it tuned-up and give it an oil change. My ultimate goal is to customize it, which I've never done anything of the sort before, so I'll be combing this forum a bit.
Anyway, any suggestions would be greatly appreciated.
Also, since I'd eventually like to replace the belts and hosings anyway and etc. anyway, could someone tell me how I would go about replacing the PVC valve and where it is located? I'm sure it's right in front of me someplace....

Under the [Edit:intake, why'd I say exhaust?]manifolds I believe. On top of a SOHC engine after removing the air thingy is a tube that points to the right of the engine. It snakes underneath the fuel pressure line and slips under the exhaust manifolds. You have four exhaust manifold things that combine at the front of the engine, it's between the third and fourth on the right side near the throttle.
You have to unclip the PCV from the top and bottom, then try to get the whole shebang out, then remove the tubes from the PCV. If you've got a Haynes it should show you where it is.
On DOHC it's on top of the engine and easy to get to...ludicrous imo.

Ah, "runners" then. Not much of a car person. :/
In any case, it will be more or less where it is on the picture spatially, but underneath the runners. As I'd said before, normally an electrical cable runs over it. The Haynes has a picture if you need it, though I find the Haynes for the 1G Neon to be less helpful than the one for my other car.
