98 Neon Turns over / Won't Start

I just completed a head gasket replacement on a 98 Neon SOHC engine. The re-assembly went fine except the engine won't start. I've confirmed spark out of ignition coil as well as fuel being pumped through injectors. Now when I sent the head out for machining, they performed a complee valve job. A friend of mine mentioned that they probably did not adjust the valves for proper timing, and that is probably causing the engine not to start. Does this make sense to anyone ?
I did re-verify the timing marks on the cam/crankshaft line up with piston #1 at highest postiion.
If it is possible valve timing, Is this something that can be adjusted without pulling off the whole head again ?
