Is there some way to adjust the angle on the steering wheel for vehicles that don't come with that convenient little lever-thingy?

Wouldn't it involve a new adjustable steering column? Or adjustability done by some other means?

You can do it. It involves some custom work though, take all the plastic cover crap off and take a look at the underside.
