tell him to check out the egr valve too, that sometimes causes a car to idle funny.
iused to have the exact same problem with my old r/t....the gauges were cutting out because the car would actually die when it was goin down the road and then start back up since it was moving....
put in a new battery and never saw the problem again

could also be the voltage regulator, which is inside the pcm.
you can get your pcm tested by the stealership, but they will charge you like 70$, at least thats what they told me (right before i told them to what they can do with their 70$ pcm test) haha jk.

Hmm, where is the voltage regulator(or even the pcm)? I dunno a LOT about neons, but we have afull parts car thatis stripped down that we will be getting rid of, so maybe I can just yank one off of there if there easy to change.
