There would be some symptons...not just blowing the fuel pump fuse.

 

I had this same problem with my 97 Neon. It ended up being the wire from the fuse box back to the fuel pump. It was shorting out by the alternator and would also sometimes make the car lurch becuase it didnt short enough to completely blow the fuse. I would look at the wires that go from your fuel pump and follow those to find the short where it is grounding out. Hope this helps.
