mine had the same problemso you need a new sunroof motor....
the problem with the sunroofs in the 1st gen neons is that they usually only last a couple years until they die.....the factory used a plastic gear inside the motor that tends toround the teeth off....there for the gear winds but doesnt open the sunroof....
get a new motor and you should be fine
the dealer charges about $250.00 for a new motor but there are a few on ebay for about $50.00
i picked one up out of a 2001 neon from the junk yard but i had to swap the wire harness plugs

you might not need a motor, it could just be the aluminum cable guide block. you should pull the headliner back and have a good look to see just what is going on before you drop $250.00 on a motor that you might not need ( most places state "no return on electrical parts"). The motor has 3 10mm bolts holding it in.

With my 98 Highline...My sunroof wouldnt work until I took my glass panel off and saw that the cable became detached and went all the way to the rear of the car...Take your glass off and see if you cable is detached, hopefully thats the case cause then you simply put it back in place...Save you a lot of green $$$
