Default Hot temp gauge, cool engine?

New member, but I've had the car for 4 years. Maybe I should say my daughter has had the car! Ok, 99 Neon Sport w/ DOHC engine, around 105k on car. It's an automatic and for the most part has been a dream. Most everything I could fix, except for the sunroof, which is a work-in-progress. The temp gauge has slowly been creeping up toward hot, but the car does not seem to be overheating. I've replaced water pump, belts, radiator, thermostat, temp sensor and it still is acting up. When she starts it from cold, the temp gauge almost immediately goes half way up. Also cooling fans only come on when air conditioning compressor kicks on. I've searched for the fan relay, but haven't found it. Any help is greatly appreciated. If it matters, the tranny is just about shot, too. Thanks!

the fan relay is located right under the battery tray on the inside of the frame rail....it can easily be seen from under the car looking up....

Might have air trapped in the system. That happened on my 97 and every blue moon it would peg out and start dinging, but never had any problems.

Probably need to swap out the relay since the fans aren't kicking on.
