smec low voltage?

Question smec low voltage?

My 91 ram has a 318 engine. Acts as if the hall effect is faulty. Post #1 of the connecter should be receiving at least 11 volts with key on, engine not running. I check my meter at the battery first and got 12.2 volts but at the connecter I only get 8.8 volts. I followed the wire back to the smec and still only got 8.8 volts. My garage installed a new smec temporarily and it did not help. A while later I replaced it with another one, still the same. I would like to know what wire provides the 12 volts to the smec, can anyone help with where I might get this information. I wonder if there could be a poor ground , again I wouldn't know which wire. Many have tried to find the problem, dealer etc. This is a great truck and I am the original owner, I would love to have it run the way it used to!!!

didn't realize I posted more than once, where is the 2nd one. I did find out that 8.8v is OK
