Engine swaps in older cars/trucks & emissions testing
Ultimately, each state will have different laws which apply to this. However, many states have certain emissions testing exemptions for older vehicles ... and this is largely due to car hobby interests lobbying actively to carve out an exception so that we hobbyists can enjoy our older vehicles. These older vehicle exceptions are supported by the fact that the older the vehicle is, then the less it is likely to be used everyday as primary transportation.
Some states, like Texas, only have emissions testing in defined regions (like impacted metro areas) and leave the rural areas alone altogether. After 25 model years, there is no requirement for emissions testing at all ... just an example.
Other states (maybe CA or KS), have laws that effect engine swaps like requiring the emissions to match the year of the engine (date of manufacture) or the chassis of the vehicle, which ever is NEWER. Man, that's a tough pill.
I thought this was a chance to mention the fact that the old car (and truck) hobby does have influence and lobbyists working (with your support) to protect all our rights to enjoy our older vehicle hobby.
