SMEC problem

Default SMEC problem

I have a 1989 dodge W-150 318 AT TBI with a 4379887 SMEC. I am getting 2.441 volts at the white tan wire in the 1-3 cavity of the 60 pin connecter. This voltage should be 5 volts that feeds my coolant temperature sensor. As you may imagine the drivability problems I am experiencing are enormous. Is there any thing that can cause this other than a faulty SMEC? If I cannot find anything else I will be ordering a SMEC but due to the expensive nature of this part I would like to make sure before I place an order. Thank you for any input you guys might have.
