1982 dodge ram 150 truck

my truck is charging @ 30 to 40 volts I have a new alternator and regulator. The wiring has been tampered with any suggestions?

for some reason i think you have the dvom hooked up wrong but your best bet is to get a wiring diagram and start over if its as bad as you say

Any advise where to get a good diagram chilton manuals are not very helpful.
