Very High Idle/Sticky Throttle
I got a 1989 W250 with a 360 EFI that suffers from a extremly high idle / sticky throttle issues.
I live up in Yellowknife in the arctic with very cold temps, -30's and 40's during the winters, I find when the temperature gets below -25 the Ram develops a high idle that won't kick down. When I first start it, it runs normally but after a few seconds it kick into high idle and runs, 3-4,000rmps for 10 minutes or so. It almost sounds like its at wide open throttle somedays....
The other issues is the sticking throttle, this issue is common regardless of the temperature outside, when driving if you step on the gas pedal at a certain amount, it sticks and feels like a cruise control, eventually coming back down, but not for a few seconds again.
What possibly can be the issue, the throttle cable looks streched, but dunno if this is a cause of concern. Other than that the Ram does drive well.....

does the truck have cruise control? replacing the throttle cable is not too big of a job if you think it is the problem but it is a bad time of year to be doing it. when was the last time you did a tune-up(cap, rotor, sparkplugs) on it?
