You will need a manual to test your systems with a multi-meter. The manual gives specific procedures, voltages, and resistance values for your engine and year vehicle. My manuals end at 1991 so I can't help you with the info.
Some of the symptoms you describe do sound very much like clogged fuel injectors. Fuel injectors have filters in the inlet that accumulate minute particles that set up like concrete. You can see them with a flashlight and a magnifying glass when you look into the inlet end (top) of an injector (the injectors have to be removed first before you can inspect them). Some shops have the equipment to clean and reverse flush injectors. You can set up a home cleaning rig with a board drilled to hold the injectors, a 9VDC battery and a simple switch. Spray carb cleaner in the top. Apply voltage and see if the cleaner will run through the injector. If not, the filter is clogged. Fill top of injector with sea foam deep creep and let set a few hours. Use aerosol can of carb cleaner and straw to blow out filters. I have had to use a straightened paper clip to manually break up the deposits. Turn injector upside down. Switch on and spray carb cleaner into discharge end to reverse flush. You should get a full flow. If not, repeat the filter cleaning process. Don't leave the switch on for more than a few seconds at a time and remember that sparks and carboretor cleaner can lead to an explosive situation so be careful. If clogged or partially clogged injectors are your problem you will be absolutely amazed at the difference it makes when they are cleaned.
