Default fuel surging and sticking

my 90 with a 318tbi is minorly (SP?) surging at steady speed and when i let off it tends to keep going until i hit the breaks. is this possibly a fuel actuator problem? any help is greatly appreciated!!!

Default problem solved

my serging (sp?) is solved because i found a leaking fuel in line. i guess that would do it... and the stcking problem is from a worn out throttle return spring.
