Power at fuse #5 will send power to the turn signal flasher and then to the turn signal switch and then to the sockets. Are you sure the flasher is good? Do you have power at fuse #3 and #9?

even if there is a bad flasher that should not stop the brake lights from working. the fuse for the brake light should have constant power.

i didnt see a fuse for the brakes. witch one shoud that be.

and yes im sure the flashers are good. both are new and have been tested

fuse #9 should be the brake lights, fuse #3 should be the hazard lights and fuse #5 should be the turn signals.

nyteterrer: You need to start taking some voltage readings and feed us some facts. We can give you ideas but you have to actually do the work or we will continue to flail in the dark. Do you have power at fuse #3 and #9 and at any of the bulb contacts in the bulb sockets?

thanks guys for the help. i fixed my issue. traced it back to the wireing going up the steering colum. i could manually jump the wires and the lights would start to work. pulled the wheel and took the switch out. found a few broken wires due to tilt steering.
