Default Vacuum problems 1988 d100

Im looking for some advice.. I have a 1988d100 just replaced my block and heads because of,a jacked up cylinder wall and a cracked head.. So when I was trying to find out what was wrong with it befor I did this I took it to a shop well they broke a vacuum port of the front of the throttle body and plugged it with silicone... It run to some temp gage or, something I dont know.. But it runs with no power anything and its making ne angry lol. Whats the best way to solve this I hate dealing with vacuum problems.. I have no egr or anything like that its all gone so my vacuum system is simple but obviosly not simple enough for me. Any suggestions appreciated thanks..
