Default Replace rear brakre hose

Doing a complete overhaul of the brakes. Trying to replace the rear brake hose. Because of all the rust I cannot tell if there is a nut on top of the brass brake landing. Plus mine had a hose on top of the brass landing that is about 2 feet long and capped on the end? What is that for? If it is a nut on top of the brake landing, can I cut the hose so I can get a socket on the nut? I looked in the repair manual and did a search here and did not see anything about this.

that is the axle breather line. i don't see why you could not cut it and put a socket on it. i think i use vise grip on mine. it just twists out like a bolt.
