Default 89 problems with lights

Hey guys my buddy just got a 89 w350 sno commander for $500 i made sure he got it or i was lol. just had to replace the fuel pump and battery. it has sat for only 3 months and the problem is the low beams do not work at all but high beams come and stay on without a problem. this if my first time working on a first gen and wont be my last now would it be the switch as i have to believe or is it this little capacitor thing thats chillin under the dash that heating up with low beams on? if so what is it called because ive taken it to every auto parts store around and no one can find it. only thing i haven't done was a dodge dealership.

do you have a picture of the capacitor thing? so does it have the dimmer switch in the steering column or on the floor?

The dimmer is on the column and is probably the problem. Maybe both low beam filaments are blown. You might want to test for power by back probing the sockets at the headlight.
