BAM! I got it fixed, it should pass inspection now! Thank you for your help!
For other interested party's, I checked the fuel pressure and it showed it was around 20+ psi. Checked the vacuum line for the regulator and it had no vacuum. Its probably clogged, and I'm not in the mood to rebuild the throttle body. I just capped that line, and put a new vacuum line from the service port on the front of the throttle body to the fuel pressure regulator. Fuel pressure went down to 14 psi, no more bog, hesitation, and hopefully better fuel mileage!!
Time to get my smog sticker now, thanks again!
