I pull the inside light fuse to use for my turning light. Does the inside light fuse run the horn and radio too?

no but i think they should be powered by the same fusible link. if your headlights and all the exterior/dash lights don't work then you might have a blown fusible link.

what about all the other lights? you could try testing to see if there is power at the horn/radio fuse. if there no power then it is most likely a bad fusible link. they eventually go over time.
