91 D150 Shortbed with 3.9 V6
He did get a hold of me tonight and said the title isnt an issue and he is just waiting for it to arrive in the mail and he would call me when he gets it so we shall see.
I did see it driving down the road yesterday and though you cant really tell much from that it was quiet, it was level, and no smoke! The drivers and passengers doors look like they had signs painted on them at one time so I suspect it was used by a business.

Okay, met with the owner today and ended up buying it for $1400. It had zero rust, the suspension was surprizingly tight, good tires, transmission was smooth etc.
It was a conservation Dept Truck and there are a few things wrong like a small dent in the right front panel, radio turns on but only static, and the windshield washer arm that connects the motor to the blades is off but it was in really good shape and it drove great. I have to work most of the day tomorrow but pick it up tomorrow night.
