In 1989, that transmission would have been called the A500, since it was hydraulically controlled, not electronic.
I'm not clear on your problem. Will the shifter not lock into park? Or will the truck not lock itself on the parking pawl, and stay still? The two most common things I can think of are that the shifter linkage is misaligned, or the parking pawl is snapped off.
