What do you mean by checking ground continuity? From the sensor side of the plug or by the PCM. When I disconnected the pcm and had the battery hooked up there was zero voltage going go the sensor connection.
Unplug both ends, use your meter to check resistance to ground. (check from either end, shouldn't matter) Should be infinite resistance.
I think checking for voltage would just be covering the same ground again, as you already know you are getting voltage where you shouldn't...... I would be tempted to pull those wires out of the harness, and see if there are any obvious problems. If there aren't, and even with the separated out, you still have voltage on the signal return wire, replace the PCM.
There is a company that does that trick that are actually sponsors here.

How sure are you that there shouldn't be ~9 volts at one of the terminals from the sensor. I see two posts on the website (one from a 92 Dakota, and another from a 91 D150) that says there should be 8 volts on one of the terminals.
Three wires on the sensor. Power from the PCM, (5 to 8 volts, apparently), ground, and sensor return. With the sensor unplugged, you should only be seeing voltage on one wire. If you have voltage at more than one, that's a problem.
Just an update for anyone who reads this in the future. I tested the ground connection on the crank sesnor and was getting a +1 voltage reading. Traced back the ground wire to underneath the car where it meets up with the vehicle speed sensor and the oxygen sensor ground. The wire was completely corroded. I soldered 'er back up and the car fired right up immediately. Check your grounds people!!!! ALSO THE SENSORS ARE SUPPOSED TWO HAVE TWO POSITIVE VOLTAGES. IN A 93 DODGE D150 THE CRANK SENSOR. CAM SENSOR, ETC HAVE 1 WIRE THATS ~8 VOLTS. ANOTHER THATS GROUND, AND ANOTHER THAT HAS 5 VOLTS ON IT WHEN DISCONNECTED. THE 5 VOLT WIRE IS THE SIGNAL WIRE.
