Default 89 D100 will not start

I could use any and all suggestions. I have 1989 d100 with 5.2 (318) that will not fire. If I prime the TBI with carb cleaner it will run. I have fuel pressure all the way to the TBI. I tested the injector wires with a noid tester and they are working. I replaced the injectors and I tested them as well and they are working. I replaced the pressure regulator and still not starting. Thank You.

What psi?

Are they squirting fuel? Have someone look down the throttle body when you turn the key to on. The pump will prime the system and squirt some fuel in the tb.

I'm not sure how the pre-Magnum engines did their fuel injection but something isn't telling the injectors to fire. Probably a crank or cam sensor, but I've never worked on trucks of that vintage.
