Default smoked/tinted headlights

i seen a black charger with smoked/tinted headlights. i have heard both terms, i dont know which one is correct....anyways i was wondering how i can get that done to my car....

I just did my tail lights on my neon. That car wash mumbo jumbo and stuff is ridic cause the way i did it, teh stuff is never coming off and its like so frickin durable. I just went through a winter of scrapping it with my scraper and crap and tons of highway driving and the stuff still seems brand new. I did my headlights and tail lights! its so sweet.
